Details

The Otter Creek and Rat River Watershed lies in southern and central Forest County with a small portion crossing into east-central Marinette County. The watershed is approximately 90,565 acres in size and consists of 140 miles of strreams and rivers, 2,907 acres of lakes and 15,034 acres of wetlands. The watershed is dominated by forests (76%) and is ranked low for nonpoint source issues affecting streams and groundwater. Point source dischargers to surface waters in this watershed include Laona Sanitary District No. 1.

Ecological Landscapes for Otter Creek and Rat River Watershed

Ecological Landscapes

The North Central Forest Ecological Landscape occupies much of the northern third of Wisconsin. Its landforms are characterized by end and ground moraines with some pitted outwash and bedrock controlled areas. Kettle depressions and steep ridges are found in the northern portion. Two prominent areas in this Ecological Landscape are the Penokee-Gogebic Iron Range in the north extending into Michigan, and Timm's Hill, the highest point in Wisconsin (1,951 feet) in the south. Soils consist of sandy loam, sand, and silts. The vegetation is mainly forest, with many wetlands and some agriculture, though the growing season is not as favorable as it is in southern Wisconsin. Lake Superior greatly influences the northern portion of the Ecological Landscape especially during the winter season, producing greater snowfall than in most areas in Wisconsin. The historic vegetation was primarily hemlock-hardwood forest dominated by hemlock, sugar maple, and yellow birch. There were some smaller areas of white and red pine forest scattered throughout the Ecological Landscape, and individual white pines trees were a component of the hemlock-hardwood forest. Harvesting hemlock to support the tanneries was common at the turn of the century, and the species soon became a minor component of forests due to over-harvesting and lack of regeneration. Currently, forests cover approximately 80% of this Ecological Landscape. The northern hardwood forest is dominant, made up of sugar maple, basswood, and red maple, and also including some scattered hemlock and white pine pockets within stands. The aspen-birch forest type group is also relatively abundant, followed by spruce-fir. A variety of wetland community types also are present, both forested and non-forested.

Silver Lake Preservation Association: Silver Lake 2021-2022 Ewm Control Project: Project Scope and Description of Deliverables

SLPA is sponsoring a project to implement approved Eurasian watermilfoil (EWM) control activities from their aquatic plant management plan.

Project activities include:
1) EWM control with herbicide treatment and DASH;
2) Pretreatment confirmation/refinement and late season bed mapping surveys (for EWM);
3) Aquatic plant point-intercept surveys (to evaluate large-scale herbicide treatment and for trend data);
4) Volunteer EWM monitoring;
5) Herbicide concentration monitoring and analysis;
6) Annual and final AIS strategy assessment reports summarizing EWM management and monitoring during project and future EWM management direction.

Project deliverables include:
1) EWM management and associated reporting;
2) Data from EWM and aquatic plant surveys;
3) Herbicide concentration results in SWIMS;
4) Annual and final AIS monitoring and control strategy reports.

Specific project conditions:

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. All data and reports, including GIS-based maps, and digital images, must be submitted to the Department.

DNR is to receive copies of the final report along with, or prior to submission of grantee's final payment request. It is recommended that Grantee provide DNR Lake Coordinator with a draft of the final report for comment on report adequacy prior to making final payment to the consultant.

It is strongly recommended that an annual management strategy meeting be held each winter with DNR to discuss EWM management for the next year before aquatic plant management permit applications are submitted.

Forest County Silver Lake Assoc: Silver Lake Management Planning Project: The Forest County Silver Lake Association will conduct work to complete a Lake Management Plan in response to managing Eurasian Water Milfoil (EWM). The study components will provide the baseline data to access the lake ecosystem condition, while the stakeholder participation will shed light on the expectation and needs of lake users. This will allow for development of a long-term and implementable plan for Silver Lake.

The project includes the following goals: 1) Involve local stakeholders in the planning process; 2) Conduct spring EWM check (2014); 3) Conduct EWM peak biomass survey (2014); 4) Conduct point -intercept plant survey (2014); 5) Complete native and non-native community mapping; 6) Complete a shoreline and course woody habitat assessment; 7) Complete a watershed assessment; 8) Conduct lake water quality monitoring/evaluation; 9) Compile fisheries data information; 10) Development of a lake management plan (including EWM control options).

Project deliverables: A final report including methodologies and results of the tasks listed above. Management, protection, enhancement alternatives and recommendations should be presented along with continued public education issues. Recommendations for remedial actions and further study options should be included specifically for Silver Lake and its drainage basin.

Specially, water chemistry, phytoplankton, zooplankton, zebra mussels, crayfish, walleye and yellow perch will be studied. The objective of this study is to gain information about the changes within the ecosystem and possible management options.

Deliverables include:

Pickerel/Crane Lake Prot & Rehab District: Res-Pickerell Lake Aeration System: The project will install an aeration system, monitor Dissolved Oxygen throughout the winter, and provide education on sources of nutrient loading into Pickerel Lake. The project will also include an education effort for safety of open water and sources of the problem which have lead to the need for lake aeration.

All required permits will be received prior to equipment installation.

Silver Lake Preservation Association: Hlk-Silver Lake Healthy Lakes Grant: Partnering with property owners, the applicant is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Northwoods Land Trust, Inc.: Forest County River Conservation Project: Northwood\2019s Land Trust, Inc. proposes to conduct a direct mail education campaign with all property owners on the priority river and stream segments in Forest County that were identified by the DNR Northern Rivers Initiative. An information packet will be provided highlighting voluntary conservation options those property owners can utilize to protect the priority stream corridors. Those options include conservation easements, land donation, land registry and conservation buyer programs. Individual on site property assessments and conservation planning will be conducted with any landowners who express interest.

The project includes the following goals: 1) Direct mail information packets describing voluntary conservation options private landowners can utilize to protect their properties. This information will include how the options can protect land while also providing income, estate and other tax benefits to landowners. The mailing will include all private property owners with at least 500 feet of natural shoreline on these priority river segments; 2) Conduct on-site follow-up contacts with interested landowners as generated by mailing and media publicity; 3) Encourage interested landowners to voluntarily enter into perpetual land protection agreements or utilize other land protection tools to protect their priority river/stream segments.

Project deliverables include: 1) Copies of color GIS maps of each of the towns with digitized parcel maps will be provided to illustrate the parcels/landowners identified within 500 + feet of existing natural shoreline frontage; 2) A generalized listing of Forest County landowner follow-up contacts by program type will be provided.

The WDNR will be provided electronic and hard copies of all data and or reports/plans generated as a result of this project.

Trout Unlimited-Wild River Chapter: Colburn Creek - Reconnectin Coldwater Habitat: Wild Rivers Trout Unlimited is sponsoring a restoration project on Colburn Creek, Forest County, WI. An undersized and failing double culvert system at Kufner Road will be replaced as part of this project. The existing culverts are constricting the natural river width and are too small to pass normal flows, resulting in negative river impacts at the road and both up and downstream from the road crossing. The crossing is a barrier to the movement of trout, and other aquatic organisms.

Project goals: Restore the instream habitat and aquatic connectivity of Colburn Creek by: 1) eliminating significant braiding due to impounding conditions upstream from Kufner Road ; 2) restore natural stream velocities up and downstream of the road crossing; 3) restore trout and other aquatic organism movement throughout the entirety of Colburn Creek, its tributaries and reconnect movement by fish and other aquatic organisms in and out of the Rat River by: reconnecting .673 miles of Colburn Creek; reconnecting 1.15 miles of Mexico Creek, 1.21 miles of Kufner Creek, and 1.22 miles of Johnson Creek, all tributaries to Colburn; these reconnections will allow movement in and out of the Rat River allowing brook trout and other organisms to complete life history stages, increase coldwater refuge areas during warm water periods in the Rat River and, increase genetic diversity among the trout population in the entire system.

Project deliverables: Pre-and post-construction monitoring to document changes in current velocity, water depth, silt depth, and substrate type after the new road crossing is constructed. Success will be documented by measuring these changes and measuring how the post activity changes align with conditions in the natural river channel, at a reference reach beyond the influence of the road crossing.

Specific conditions for this Project: The WDNR will be provided electronic and hard copies of all data and or reports/plans generated as a result of this project.

Trout Unlimited-Wild River Chapter: Spencer Creek - Reconnecting Coldwater Habitat: Wild Rivers Trout Unlimited will be sponsoring a restoration project on Spencer Creek, Forest County, WI. The project will replace an undersized culvert that is restricting flow and, is creating sediment deposition upstream from the culvert and scouring downstream from the culvert. The perched culvert is also impeding fish passage. Replacement of this barrier will reconnect 5 miles of Spencer Creek to the Rat River system and 1.56 miles of Swan Creek.

Project goals: Restore the instream habitat and aquatic connectivity of Spencer Creek. Additional expected project accomplishments include: elimination of impounding conditions upstream from Flanner Road; restoration of natural stream velocities both up and downstream of the road crossing; restoration of trout and other aquatic organism movement throughout the entirety of Spencer Creek and in and out of the Rat River, allowing natural movements to complete life history stages, increase coldwater refuge areas during warm water periods in the Rat River and, increase genetic diversity among the trout population in the entire system; reconnecting 5 miles of Spencer Creek; reconnecting use of 1.56 miles of Swan Creek.

Project deliverables: A post construction report describing monitoring conducted to document changes in velocity, water depth, silt depth, substrate type, invertebrate abundance and a mark and recapture study to ensure that fish are moving through the newly installed culvert. Temp thermistors will also be deployed to document any changes in upstream water temperatures.

Otter Creek and Rat River WatershedWatershed History Note

The Town of Laona in Forest County is located within the Otter Creek and Rat River Watershed. In the late 1800s, William Duncan Connor hiked through the area and examined the fine stands of hardwood timber. He purchased 100,000 acres of timber land in Forest County, founding the Connor Lumber and Land Company. During this period the Chicago Northwestern Railroad moved northward into the Laona area. The initial logging of the area occurred between 1900 and 1910. The Connor Lumber and Land Company built its first sawmill in 1901, logging camps were opened and roads were built. Laona began to thrive as railroads steamed their way into northern Wisconsin, and Laona's economy became largely dependent upon the timber industry. An authentic 1916 Vulcan steam engine, actually used by the Connor Lumber and Land Company during early logging operations, is now used to pull the vintage passenger train at the Camp Five Lumberjack Museum.
